Water rescue terminology

The change request for bringing the Operational Guidance into line with the JOL Action Note 2024-004: Submerged person tool, was published in February 2025. This affected one hazard and three control measures.

As the JOL Action Note is due to take effect from 1 June 2025, some housekeeping has been carried out for the other hazards and control measures in the Operational Guidance and its Training Specification. Any remaining instances of the term ‘submerged casualty’ have been replaced with the term ‘submerged person’. This did not affect any strategic actions.
